This book was originally published prior to 1923, and represents a reproduction of an important historical work, maintaining the same format as the original work. This book is a republication of a book that was first published in 1911. As such, it might seem to be rather dated, and it's true that there are parts that are, but in fact most of the material is still good, and I think well-written and worthwhile, though details might be different now such as which electoral systems are used in which places. As to descriptions of the methods of conducting proportional represention elections, it is top-notch.However, instead of using the old plates, or even photocopying the old pages, the new publisher has chosen to re-key in the data. In this process, EVERY SINGLE TABLE has been rendered unreadable; the tabular format has been lost! Things which should be in one column aren't, and even things which should be in different rows are run together in many cases. Also, figures in the original are gone. (Though there were only a small number of them.)
I wish that the publisher would have done what other reprint publishers such as Dover or Hippocrene do, and reprinted the book in a format that reproduced the original. The book would have been so much better.
